Bel\u00e7ika\u2019n\u0131n ba\u015flatt\u0131\u011f\u0131 program sonras\u0131nda, 1 Haziran 2021 tarihi itibar\u0131yla denizcilik camias\u0131n\u0131n a\u015f\u0131lanmas\u0131 amac\u0131yla programlar ba\u015flatan \u00fclke say\u0131s\u0131nda art\u0131\u015f olmu\u015ftur.<\/p><p>&nbsp;<\/p><p>Bel\u00e7ika\u2019da gemi insanlar\u0131n\u0131 a\u015f\u0131lama program\u0131 Ba\u015fbakan Yard\u0131mc\u0131s\u0131 Vincent Van Quickenborne \u00f6nc\u00fcl\u00fc\u011f\u00fcnde ba\u015flam\u0131\u015f ve Haziran ay\u0131 i\u00e7erisinde yakla\u015f\u0131k 2.200 gemi insan\u0131 a\u015f\u0131lanm\u0131\u015ft\u0131r.<\/p><p>&nbsp;<\/p><p>Bakan Van Quickenborne konuyla ilgili olarak; \u201c<em>T\u00fcketti\u011fimiz \u00fcr\u00fcnlerin y\u00fczde 90\u2019\u0131n\u0131n deniz yoluyla ta\u015f\u0131nd\u0131\u011f\u0131 g\u00fcn\u00fcm\u00fczde gemi insanlar\u0131 ekonomimiz i\u00e7in \u00f6nemli bir yere sahiptir. Gemi insanlar\u0131n\u0131n uzun s\u00fcreler boyunca denizlerde kapal\u0131 ortamda gruplar halinde \u00e7al\u0131\u015ft\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda, gemide koronavir\u00fcs salg\u0131n\u0131 g\u00f6r\u00fclmesi tehlikeli bir durum te\u015fkil etmektedir. A\u015f\u0131 ile birlikte Bel\u00e7ikal\u0131 gemi insanlar\u0131na bu zor \u015fartlar alt\u0131nda g\u00fcvenli bir \u00e7al\u0131\u015fma ortam\u0131 sunman\u0131n yan\u0131 s\u0131ra yabanc\u0131 limanlara g\u00fcvenli ve h\u0131zl\u0131 bir \u015fekilde seyahat etme olana\u011f\u0131 da sa\u011flamaktay\u0131z. Bu kapsamda Bel\u00e7ika, gemi insanlar\u0131n\u0131 a\u015f\u0131layan ilk AB \u00fclkesi olmu\u015ftur. Bu sayede deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 faaliyetlerinin devaml\u0131l\u0131\u011f\u0131n\u0131 sa\u011flamaktay\u0131z.\u201d<\/em> \u015eeklinde a\u00e7\u0131klamada bulunmu\u015ftur.<\/p><p>&nbsp;<\/p><p>Bel\u00e7ika\u2019n\u0131n yan\u0131 s\u0131ra Haziran ay\u0131nda Hollanda da uyruklar\u0131na bak\u0131lmaks\u0131z\u0131n Hollanda bayrakl\u0131 gemilerde \u00e7al\u0131\u015fan t\u00fcm gemi insanlar\u0131n\u0131n a\u015f\u0131lanmas\u0131 i\u00e7in bir program ba\u015flatm\u0131\u015ft\u0131r. Hollandal\u0131 yetkililer taraf\u0131ndan yap\u0131lan a\u00e7\u0131klamada gemi insanlar\u0131 i\u00e7in yakla\u015f\u0131k 49.000 tek doz a\u015f\u0131 temin edilece\u011fi ifade edilmi\u015ftir. Gemi insanlar\u0131n\u0131n \u00fclkeden ayr\u0131l\u0131\u015flar\u0131, kendi \u00fclkelerine veya gemiye kat\u0131lmak \u00fczere seyahatleri s\u0131ras\u0131nda a\u015f\u0131lanmalar\u0131n\u0131 m\u00fcmk\u00fcn k\u0131lmak amac\u0131yla s\u00f6z konusu a\u015f\u0131lama program\u0131 aylara yay\u0131larak y\u00fcr\u00fct\u00fclecektir. Baz\u0131 uzmanlar yeni kurallar\u0131n deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcnde yeni talepleri te\u015fvik edece\u011fine inan\u0131rken, di\u011fer bir k\u0131s\u0131m uzmanlar ise s\u00f6z konusu kurallar\u0131n y\u00fcksek maliyetlere sebep olaca\u011f\u0131na ve biyoyak\u0131tlara olan a\u015f\u0131r\u0131 ba\u011f\u0131ml\u0131l\u0131ktan dolay\u0131 kurallar\u0131n y\u00fcr\u00fcrl\u00fc\u011fe ge\u00e7irilmesiyle ilgili sorunlar ya\u015fanaca\u011f\u0131na inanmaktad\u0131r.<\/p><p>&nbsp;<\/p><p>Yeni kurallar, Avrupa Komisyonu taraf\u0131ndan tasarlanan ve 2021 y\u0131l\u0131n\u0131n sonunda nihai hale getirilecek olan FuelEU Denizcilik Giri\u015fimi (FuelEU Maritime Initiative) detaylar\u0131na ba\u011fl\u0131d\u0131r. S\u00f6z konusu giri\u015fim, Haziran ay\u0131n\u0131n ba\u015flar\u0131nda AB Konseyi taraf\u0131ndan onaylanan AB s\u00fcrd\u00fcr\u00fclebilir ve ak\u0131ll\u0131 hareketlilik stratejisinin ana politika enstr\u00fcmanlar\u0131ndan bir tanesidir. Konuyla ilgili olarak Portekiz Altyap\u0131 ve \u0130skan Bakan\u0131 Pedro Nuno Santos \u015fu \u015fekilde bir a\u00e7\u0131klama yapm\u0131\u015ft\u0131r: \u201c<em>Ula\u015ft\u0131rma Bakanlar\u0131 olarak daha s\u00fcrd\u00fcr\u00fclebilir, kapsaml\u0131, ak\u0131ll\u0131, g\u00fcvenli ve esnek ula\u015ft\u0131rma sistemine y\u00f6nelik ba\u011fl\u0131l\u0131\u011f\u0131m\u0131z bulunmaktad\u0131r. Bu d\u00f6n\u00fc\u015f\u00fcm \u00e7ok \u00f6nemli bir yere sahip olmakla birlikte Paris S\u00f6zle\u015fmesi uyar\u0131nca 2050 y\u0131l\u0131na kadar iklime zarars\u0131z bir AB hedefinin ger\u00e7ekle\u015ftirilmesine y\u00f6nelik \u00f6nemli bir katk\u0131 sa\u011flayacakt\u0131r.\u201d<\/em><\/p><p><em>\u00a0<\/em><\/p><p><em>\u00a0<\/em>S\u00f6z konusu stratejinin bir par\u00e7as\u0131 olarak Br\u00fcksel, denizcilik sekt\u00f6r\u00fcn\u00fc AB\u2019nin k\u0131sa vadeli hedefi olan 2030 y\u0131l\u0131na kadar sera gaz\u0131 emisyonlar\u0131nda %55\u2019lik bir azalma sa\u011flama amac\u0131na uyumlu hale getirmeyi ama\u00e7lamaktad\u0131r.<\/p><p>&nbsp;<\/p><p><strong>Sentetik Yak\u0131tlar<\/strong><\/p><p><strong>\u00a0<\/strong><\/p><p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>2025 y\u0131l\u0131ndan \u00f6nce FuelEU\u2019nun Avrupa limanlar\u0131na gelen gemiler taraf\u0131ndan kullan\u0131lan yak\u0131tlar\u0131n karbon yo\u011funlu\u011funu d\u00fczenlemeye ba\u015flayaca\u011f\u0131 beklenmektedir. Avrupa Komisyonu, biyoyak\u0131tlar\u0131n 2050 y\u0131l\u0131nda toplam yak\u0131t bile\u015fimlerinin %39 ile %40\u2019\u0131n\u0131 olu\u015fturaca\u011f\u0131n\u0131 \u00f6ng\u00f6rmekte olup, s\u00f6z konusu \u00f6ng\u00f6r\u00fcler y\u00f6netmeli\u011fin nas\u0131l \u015fekillenece\u011fi konusunda ipucu vermektedir. K\u0131demli Analist David Bull konuyla ilgili olarak \u015fu s\u00f6zleri ifade etmi\u015ftir: <em>\u201c\u0130kame olarak uygun sentetik yak\u0131tlar\u0131n deniz dizel yak\u0131tlar\u0131n\u0131n yerini almas\u0131 an meselesidir. Bu rakamlara ek olarak 2020 y\u0131l\u0131 i\u00e7erisinde denizyolu ile ta\u015f\u0131nan y\u00fcklerin pay\u0131nda k\u00fcresel \u00e7apta k\u00fc\u00e7\u00fck bir art\u0131\u015f olmu\u015ftur.<\/p><p>&nbsp;<\/p><p>D\u00fcnyada yakla\u015f\u0131k her 5 gemiden 1\u2019i AB \u00dcye Devleti bayra\u011f\u0131 alt\u0131nda faaliyet g\u00f6stermekte ve AB k\u00fcresel deniz ticaretinin yakla\u015f\u0131k 5\u2019te 1\u2019ini olu\u015fturmaktad\u0131r. Bununla birlikte COVID-19 salg\u0131n\u0131 nedeniyle AB deniz trafi\u011fi 2020 y\u0131l\u0131nda %10.2 azalm\u0131\u015ft\u0131r.<\/p><p>&nbsp;<\/p><p>Avrupa Deniz Emniyeti Ajans\u0131 (European Maritime Safety Agency \u2013 EMSA) taraf\u0131ndan ger\u00e7ekle\u015ftirilen istatistiksel \u00e7al\u0131\u015fmada, 2019 y\u0131l\u0131na k\u0131yasla %86\u2019l\u0131k d\u00fc\u015f\u00fc\u015f ile kruvaziyer gemi trafi\u011finin COVID-19 salg\u0131n\u0131ndan en \u00e7ok etkilenen sekt\u00f6r oldu\u011fu; d\u00f6kme y\u00fck gemileri, kimyasal tankerler, konteyner gemileri ve petrol tankerlerindeki d\u00fc\u015f\u00fc\u015f\u00fcn ise %5 olarak \u00f6l\u00e7\u00fcld\u00fc\u011f\u00fc belirtilmektedir.<\/p><p>&nbsp;<\/p><p>Buna ek olarak AB deniz ticareti 2020 y\u0131l\u0131nda % 9.3 oran\u0131nda d\u00fc\u015f\u00fc\u015f g\u00f6stermi\u015ftir.
