S\u00f6z konusu kitap, ta\u015f\u0131mac\u0131l\u0131k modlar\u0131 aras\u0131ndaki dengeyi yeniden olu\u015fturma amac\u0131na hizmet etmektedir. Intermodal Y\u00fck Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na dair Komisyon politikas\u0131n\u0131n amac\u0131; entegre ta\u015f\u0131mac\u0131l\u0131k zincirinde iki veya daha fazla ta\u015f\u0131mac\u0131l\u0131k modu kullanarak e\u015fyan\u0131n kap\u0131dan kap\u0131ya etkin naklini desteklemektir. Ayr\u0131ca; intermodal ta\u015f\u0131mac\u0131l\u0131k, her bir modun birarada daha etkin, hesapl\u0131 ve s\u00fcrd\u00fcr\u00fclebilir olan ta\u015f\u0131mac\u0131l\u0131k zincirlerini olu\u015ftururken kendi rol\u00fcn\u00fc \u00fcstlenmesini m\u00fcmk\u00fcn k\u0131lar.<\/p><p>Beyaz Kitap Y\u00f6nelimleri<br \/>Karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n, 1998 ile 2010 y\u0131llar\u0131 aras\u0131nda %50 oran\u0131nda artmas\u0131 beklenmektedir. Haziran 2001 tarihli Gothenburg Konseyi'nin Kararlar\u0131 do\u011frultusunda; Beyaz Kitab\u0131n ama\u00e7lar\u0131ndan birisi de, modlar aras\u0131ndaki dengeyi yeniden tesis etmektir. Komisyonun entegre bir \u00f6nlem paketi ile politikas\u0131; karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131ndaki s\u00f6z konusu art\u0131\u015f\u0131, %38 oran\u0131yla s\u0131n\u0131rlamay\u0131 ama\u00e7lamaktad\u0131r. Beyaz Kitap; bunu, ilk olarak karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n alternatifleri olan k\u0131sa mesafeli denizyolu, demiryolu ve i\u00e7 su ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 geli\u015ftirerek ba\u015farmay\u0131 ama\u00e7lamaktad\u0131r. Bu nedenle eylem planlanlar\u0131, \u00f6zellikle \"uzun mesafe\" ta\u015f\u0131mac\u0131l\u0131k aya\u011f\u0131 i\u00e7in karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n alternatiflerini desteklemeye odaklanacakt\u0131r. Bu da sadece t\u0131kan\u0131kl\u0131\u011f\u0131 azaltmakla kalmayacak ayn\u0131 zamanda da yol g\u00fcvenli\u011fini temin edecek ve \u00e7evreye olumlu etkilerde bulunacakt\u0131r.<\/p><p>Politik Giri\u015fim ve Programlar<br \/>Konsey ve Parlamento, 22 Temmuz 2003'te Marco Polo program\u0131n\u0131 kabul etti. Program, 2003-2006 y\u0131llar\u0131 aras\u0131nda y\u00fcr\u00fcrl\u00fckte olup; amac\u0131, uluslararas\u0131 karayolu y\u00fck\u00fcndeki beklenen art\u0131\u015f\u0131, k\u0131sa mesafeli denizyolu, demiryolu ve i\u00e7 su ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na kayd\u0131rmaya yard\u0131mc\u0131 olmakt\u0131. Marco Polo program\u0131n\u0131n \u00f6nc\u00fcl\u00fc, 1997'den 2001'e kadar y\u00fcr\u00fcrl\u00fckte olan PACT (Kombine Ta\u015f\u0131mac\u0131l\u0131k i\u00e7in Pilot Eylemler) program\u0131yd\u0131. Komisyon; 14 Temmuz 2004'te, Marco Polo program\u0131n\u0131n m\u00fcteakip program\u0131 olan Marco Polo II'yi \u00f6nerdi. Marco Polo II, Avrupa Parlamentosu ile Avrupa Birli\u011fi Konseyi taraf\u0131ndan kabul edilmesi gereken yeni bir hukuki \u00e7er\u00e7eveye y\u00f6nelik bir Komisyon giri\u015fimidir. Komisyon teklifi, PACT program\u0131 ile Marco Polo program\u0131ndan kazan\u0131lan deneyimin \u00fczerine kuruludur ve s\u00f6z konusu programlar\u0131n muazzam \u00f6l\u00e7\u00fcde ve kapsamda geni\u015fletilmi\u015f oldu\u011funun kan\u0131t\u0131d\u0131r. Topluluk deste\u011fi; piyasa ekonomisi ilkelerine paralel olarak, sadece k\u0131sa ve orta vadede kendi \u00e7aplar\u0131nda ger\u00e7ekle\u015ftirilebilir olarak \u00f6ng\u00f6r\u00fclen eylemlere verilir. Beyaz Kitap, ayr\u0131ca, karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na ger\u00e7ek bir rakip alternatif olarak \"Deniz Otoyollar\u0131\"n\u0131n geli\u015ftirilmesini teklif etti. Yeni TEN-T K\u0131lavuzlar\u0131, 29 Nisan 2004'te, deniz otoyollar\u0131n\u0131n finansman\u0131na yasal bir \u00e7er\u00e7eve sa\u011flayarak y\u00fcr\u00fcrl\u00fc\u011fe girdi. Yeni TEN-T projesi, 2005'te y\u00fcr\u00fcrl\u00fc\u011fe girdi. Intermodal ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n geli\u015ftirilmesine destek olmak i\u00e7in Komisyon ayr\u0131ca \u00f6ncelikli konularda bir dizi ara\u015ft\u0131rman\u0131n, tan\u0131t\u0131m\u0131n ve ileti\u015fim a\u011f\u0131 faaliyetinin finansman\u0131n\u0131 sa\u011flamaktad\u0131r. Bu faaliyetler, Avrupa \u00f6rg\u00fctlerinin ba\u011f\u0131ms\u0131z konsorsiyumlar\u0131 taraf\u0131ndan \u00f6nerilmekte ve idare edilmektedir. Komisyon; 7 Nisan 2003'te, intermodal y\u00fckleme birimlerinin standardizasyonuna ve uyumla\u015ft\u0131r\u0131lmas\u0131na ili\u015fkin Avrupa Parlamentosu ve Avrupa Birli\u011fi Konseyi'nin \u00c7er\u00e7eve Y\u00f6netmeli\u011fi'ni \u00f6nerdi. Bu \u00f6nlemin amac\u0131, Avrupa'da dola\u015f\u0131mda bulunan \u00e7e\u015fitli boyutlardaki konteynerlerden kaynaklanan intermodal ta\u015f\u0131mac\u0131l\u0131ktaki verimsizli\u011fi azaltmakt\u0131. Ayr\u0131ca, s\u00f6z konusu \u00f6nlem, k\u0131sa mesafeli denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 intermodal ta\u015f\u0131mac\u0131l\u0131k zincirine daha iyi entegre etmeye yard\u0131mc\u0131 oldu. 2003'te, farkl\u0131 ta\u015f\u0131mac\u0131l\u0131k modlar\u0131n\u0131n entegrasyonunu geli\u015ftirme yollar\u0131n\u0131 ara\u015ft\u0131rmak i\u00e7in end\u00fcstri ve \u00dcye \u00dclkeler ile isti\u015farede bulunuldu. Bu isti\u015farenin bir sonucu olarak; Komisyon, intermodal y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n organizasyonunu iyile\u015ftirmek i\u00e7in bir eylem plan\u0131 ortaya koydu. Komisyon; bu giri\u015fimle, intermodal ta\u015f\u0131mac\u0131l\u0131\u011fa destek olmak i\u00e7in y\u00fck sevkiyat\u0131 uygulamalar\u0131n\u0131 geli\u015ftirmeye yard\u0131mc\u0131 olmay\u0131 ama\u00e7lamaktad\u0131r.<\/p><p>Beyaz Kitap 2011<\/p><p>Beyaz Kitap 2011, tek bir Avrupa Ta\u015f\u0131mac\u0131l\u0131k Alan\u0131 i\u00e7in rekabet\u00e7i ve verimli kaynaklara sahip bir ta\u015f\u0131mac\u0131l\u0131k sistemine ge\u00e7i\u015fte bir yol haritas\u0131d\u0131r.<\/p><p>Avrupa Komisyonu \u00f6n\u00fcm\u00fczdeki on y\u0131l i\u00e7erisinde hareketlili\u011fi art\u0131racak ve anahtar noktalardaki yak\u0131t art\u0131\u015f\u0131 ile ilgili \u00f6nemli engelleri kald\u0131racak, rekabet\u00e7i , rol haritas\u0131 40 somut projeyi kabul etti. S\u00f6z konusu teklifler Avrupa\u2019n\u0131n yak\u0131t ithalat\u0131na olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131 azaltacak ve 2050 y\u0131l\u0131na kadar ta\u015f\u0131mac\u0131l\u0131ktaki karbon emisyonu sal\u0131n\u0131m\u0131n\u0131 % 60 oran\u0131nda d\u00fc\u015f\u00fcrmeyi hedefliyor.<\/p><p>2050 y\u0131l\u0131 hedefleri \u015funlar\u0131 i\u00e7eriyor;<\/p><p>-\t\u015eehirlerde geleneksel, yak\u0131tla \u00e7al\u0131\u015fan arabalar olmayacak.<br \/>-\tHava ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda % 40 oran\u0131nda s\u00fcrd\u00fcr\u00fclebilir d\u00fc\u015f\u00fck karbonlu yak\u0131t kullan\u0131m\u0131 ile deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda en az % 40 oran\u0131nda emisyon sal\u0131n\u0131m\u0131n\u0131n azalt\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar.<\/p><p>-\t\u015eehir i\u00e7indeki yolcu ve y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n % 50\u2019 sini karayollar\u0131ndan, demir yollar\u0131 ve deniz yollar\u0131na kayd\u0131rmak.<\/p><p>-\tT\u00fcm projeler y\u00fczy\u0131l\u0131n ilk yar\u0131s\u0131na girildi\u011finde, ta\u015f\u0131mac\u0131l\u0131ktan kaynaklanan emisyon sal\u0131n\u0131m\u0131n\u0131n % 60 oran\u0131nda azalt\u0131lmas\u0131na katk\u0131 sa\u011flam\u0131\u015f olacak<\/p><div class=\"fw-list list-default  \">\r\n    <ul>\r\n    <\/ul>\r\n<\/div>        <\/div>\r\n    <\/div>\r\n<\/div><\/div>\n\n        <\/div>\r\n    <\/div>\r\n<\/section>\r\n\n","protected":false},"excerpt":{"rendered":"<p>BEYAZ K\u0130TAP NED\u0130R ?
