Ula\u015ft\u0131rma alan\u0131nda istenen hedeflere ula\u015fabilmek i\u00e7in finansal yard\u0131m programlar\u0131 geli\u015ftirilmekte ve uygulanmaktad\u0131r. Karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n artan h\u0131z\u0131n\u0131 kesmek ve y\u00fck ak\u0131\u015f\u0131n\u0131 di\u011fer modlara kayd\u0131rmak i\u00e7in intermodal ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 te\u015fvik edici hukuksal ve teknik tedbirler alarak, planl\u0131 bir \u015fekilde uygulanmaktad\u0131r. PACT (Pilot Action Combined Transport), Marco Polo (MP) \u2013 I (2003 \u2013 2006 ) program\u0131 ve bunlar\u0131n devam\u0131 olan\u0131 Marco Polo \u2013 II (2007 \u2013 2013) programlar\u0131 bunlar\u0131n ba\u015fl\u0131calar\u0131d\u0131r.<\/p>\n<p>Avrupa Birli\u011finin uzun d\u00f6nemli ula\u015ft\u0131rma altyap\u0131s\u0131 TEN-T (Trans-European Transport Network) program\u0131yla \u015fekillendirilmektedir. TEN-T ula\u015ft\u0131rma altyap\u0131s\u0131n\u0131 kullanarak hizmet verecek ticari firmalar\u0131n ise MP gibi finansal yard\u0131m programlar\u0131yla desteklenerek, AB\u2019nin ula\u015ft\u0131rma alan\u0131nda istedi\u011fi hedeflere bir b\u00fct\u00fcn olarak ula\u015fmas\u0131 planlanmaktad\u0131r.<\/p>\n<p>MP program\u0131na, Avrupa Birli\u011fine \u00fcye \u00fclkeler, aday \u00fclkeler, EFTA \u00fclkeleri ve AB\u2019ne co\u011frafi yak\u0131nl\u0131\u011f\u0131 olan \u00fclkeler kat\u0131labilmektedir.Finansal yard\u0131m\u0131n hesaplanmas\u0131 esnas\u0131nda tam kat\u0131l\u0131mc\u0131 \u00fclkelerden ge\u00e7en rotalar\u0131n uzunluklar\u0131 dikkate al\u0131nmaktad\u0131r.<\/p>\n<p>Avrupa Birli\u011fine tam \u00fcye olmayan \u00fclkeler MP program\u0131na kat\u0131lmak i\u00e7in Avrupa Birli\u011fi ile \u00f6zel bir anla\u015fma yapmalar\u0131 gerekmektedir. \u00dclkemiz, hen\u00fcz Marco Polo program\u0131na taraf de\u011fildir. T\u00fcrkiye\u2019nin an\u0131lan programa kat\u0131l\u0131m sa\u011flamas\u0131 i\u00e7in AB ile bir Ortakl\u0131k Anla\u015fmas\u0131 (Association Agreements) d\u00fczenlenmesi ve fona katk\u0131da bulunmas\u0131 gerekmektedir.<\/p>\n<p>Fona katk\u0131da bulunulacak miktar, AB\u2019ye \u00fcye \u00fclkelerin GSY\u0130H ile MP program\u0131na katk\u0131da bulunacak olan \u00fclkenin GSY\u0130H oranlanmas\u0131 sonucu bulunan katsay\u0131 ile ili\u015fkilidir. T\u00fcrkiye\u2019nin MP program\u0131na taraf olmas\u0131 halinde, fona tahmini katk\u0131s\u0131n\u0131n y\u0131ll\u0131k 2 \u2013 2,5 milyon \u20ac (2009 \u2013 2013 d\u00f6nemi i\u00e7in toplam yakla\u015f\u0131k 12.5 milyon Avro) olarak ger\u00e7ekle\u015fmesi tahmin edilmektedir.<\/p>\n<p>Ancak, \u00dclkemizdeki baz\u0131 ta\u015f\u0131mac\u0131l\u0131k \/ Lojistik firmalar\u0131 AB\u2019deki ta\u015f\u0131mac\u0131l\u0131k firmalar\u0131n\u0131n olu\u015fturduklar\u0131 konsorsiyumda yer alarak MP program\u0131ndan faydalanm\u0131\u015flard\u0131r.<\/p>\n<p>Bu firmalar\u0131m\u0131z ve proje ortaklar\u0131;<\/p>\n<p>Proje ad\u0131: TRITS \/ Transfesa Intermodal Turkish Service Establishment of direct block trains between K\u00f6ln, DE, and K\u00f6sek\u00f6y, TR \/ TRANSFESA &amp; OMFESA, DE OMSAN LOJISTIK A.S., Istanbul, TR Projesi1<\/p>\n<p>Proje ad\u0131: TCS \/ Direct shuttle train between Duisburg (Germany) and Istanbul (Turkey) \/ Railog GmbH &amp; AR-GU A.S. (Demiryolu Ta\u015f\u0131ma ve Depoculuk A.\u015e.) projesi<\/p>\n<p>MARCO POLO \u2013 I PROGRAMI<\/p>\n<p>Marco Polo I program\u0131 2003 \u2013 2006 y\u0131llar\u0131 aras\u0131nda s\u00fcrd\u00fcr\u00fclm\u00fc\u015f olup, b\u00fct\u00e7esi 102 milyon \u20ac olarak ger\u00e7ekle\u015fmi\u015ftir. Marco Polo I program\u0131nda 3 farkl\u0131 ana faaliyet plan\u0131 desteklenmi\u015ftir, bunlar; Model Shift Actions (Mevcut servis hizmetlerini de\u011fi\u015ftiren, geli\u015ftiren yol ta\u015f\u0131malar\u0131.) \/ Catalyst Actions (Pazardaki yap\u0131sal engellerin a\u015f\u0131lmas\u0131na y\u00f6nelik yenilik\u00e7i kataliz\u00f6r olabilecek eylemler) \/ Common Learning Actions (M\u00fc\u015fterek Bilgilendirme\/E\u011fitim faaliyetleri)2003 \u2013 2006 y\u0131llar\u0131 aras\u0131nda MP \u2013 I program\u0131na proje ba\u015fvurusu i\u00e7in d\u00f6rt \u00e7a\u011fr\u0131 ger\u00e7ekle\u015ftirilmi\u015ftir. Yap\u0131lan bu d\u00f6rt \u00e7a\u011fr\u0131n\u0131n sonu\u00e7lar\u0131 a\u015fa\u011f\u0131daki tabloda detayl\u0131 olarak g\u00f6sterilmi\u015ftir.<\/p>\n<p>MARCO POLO \u2013 II PROGRAMI<\/p>\n<p>Marco Polo II program\u0131n\u0131n 2007 \u2013 2013 y\u0131llar\u0131 aras\u0131nda s\u00fcrd\u00fcr\u00fclmesi planlanmakta olup, b\u00fct\u00e7esi 450 milyon \u20ac\u2019dur. Marco Polo (MP) II program\u0131nda,Marco Polo I\u2019den farkl\u0131 olarak 5 farkl\u0131 ana faaliyet plan\u0131 desteklenmektedir, bunlar; Model Shift Actions (Mevcut servis hizmetlerini de\u011fi\u015ftiren, geli\u015ftiren yol ta\u015f\u0131malar\u0131.) \/ Catalyst Actions (Pazardaki yap\u0131sal engellerin a\u015f\u0131lmas\u0131na y\u00f6nelik yenilik\u00e7i kataliz\u00f6r olabilecek eylemler) \/ Common Learning Actions (M\u00fc\u015fterek Bilgilendirme\/E\u011fitim faaliyetleri) \/ Motorways of the Sea (Karayollar\u0131nda ta\u015f\u0131nan y\u00fck\u00fcn K\u0131sa Mesafe Denizyolu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 (KMDT) ve b\u00fcy\u00fck kapasiteli limanlar\u0131n imkanlar\u0131n\u0131n geli\u015ftirilmesine y\u00f6nelik eylemler) \/ Traffic Avoidance Actions (Karayollar\u0131nda b\u00fcy\u00fck miktarda ta\u015f\u0131nan y\u00fck miktar\u0131ndan sak\u0131nmak i\u00e7in b\u00fct\u00fcnle\u015fik ta\u015f\u0131man\u0131n geli\u015ftirilmesine) y\u00f6nelik eylemleri kapsamaktad\u0131r.<br \/>\nMarco Polo 2008 yard\u0131mlar\u0131 i\u00e7in Teknik ve finansal a\u00e7\u0131dan de\u011ferlendirilip ba\u015far\u0131l\u0131 bulunan 46 proje de\u011ferlendirilmeye EACI (Executive Agency for Competitiveness &amp; Innovation) taraf\u0131ndan de\u011ferlendirilmeye al\u0131nm\u0131\u015ft\u0131r.
