The International Maritime Organization (IMO) - which had repeatedly advocated for a fair global distribution of vaccines as to include seafarers - praised the WHO recommendations.<\/p><p>ECSA and ETF welcome the WHO updated guidance, in line with their previous calls for seafarers\u2019 priority access to vaccination and praise the initiatives already in place in a number of European countries.  However, more needs to be done and ECSA and ETF are urging the remaining EU Member States to follow suit.<\/p><p>Seafarers all over the world are still facing severe restrictions which are forcing many of them to be stuck at sea, risking serious issues to their physical and mental well-being that might impede ships\u2019 operations. Yet, global seaborne supply chains supply the world with 90% of everything we consume as well as so much needed medical equipment, personal protective equipment, medicines and vaccinations to combat Covid19.<\/p><p><strong><u>2-<\/u><\/strong><u> <strong>Rotterdam Liman\u0131 uluslararas\u0131 gemi insanlar\u0131 i\u00e7in a\u015f\u0131lama program\u0131 ba\u015flatt\u0131.<\/strong><\/u><\/p><p>Yaln\u0131zca Hollanda vatanda\u015f\u0131 olan gemi insanlar\u0131 i\u00e7in uygulanan a\u015f\u0131lama program\u0131, 2 A\u011fustos 2021 tarihi itibariyle Rotterdam Liman\u0131\u2019na gelen gemilerdeki b\u00fct\u00fcn uluslararas\u0131 gemi personeli i\u00e7in uygulanmaya ba\u015flanacakt\u0131r. Uluslararas\u0131 gemi insanlar\u0131n\u0131n a\u015f\u0131lanmas\u0131 ile ilgili bir di\u011fer geli\u015fme ise, kruvaziyer gemileri ve gezinti tekneleri hari\u00e7 olmak \u00fczere Rotterdam Liman\u0131 b\u00f6lgesindeki terminallere u\u011frayan gemilerdeki t\u00fcm gemi insanlar\u0131n\u0131n a\u015f\u0131dan faydalanabilecek olmas\u0131d\u0131r.<\/p><p>Toplamda 10.000 adet tek doz a\u015f\u0131 pilot program i\u00e7in ayr\u0131lacak ve herhangi bir \u00f6ncelik s\u0131ras\u0131 olmadan uygulanacakt\u0131r. A\u015f\u0131lar, gemi \u00fczerinde veya yerel kliniklerde t\u0131bbi personel taraf\u0131ndan yap\u0131lacakt\u0131r.<\/p><p>Bel\u00e7ika; Anvers, Gent ve Zeebrugge limanlar\u0131na gelen gemilerdeki t\u00fcm gemi insanlar\u0131na y\u00f6nelik a\u015f\u0131lama program\u0131 ba\u015flatarak Hollanda taraf\u0131ndan Rotterdam Liman\u0131\u2019nda uygulanan s\u00f6z konusu pilot projeyi takip eden \u00fclke olmu\u015ftur. Kilit \u00e7al\u0131\u015fan rol\u00fcnde olan gemi insanlar\u0131n\u0131n \u00f6ncelikli olarak a\u015f\u0131lanmas\u0131na y\u00f6nelik yap\u0131lan t\u00fcm \u00e7a\u011fr\u0131lara ra\u011fmen s\u00fcre\u00e7 yava\u015f ilerlemi\u015ftir. Fakat bu ki\u015filerin seyahat \u00f6ncesinde COVID-19 testi yapt\u0131rmalar\u0131 ve \u0130ngiltere\u2019ye ula\u015ft\u0131ktan 2 g\u00fcn sonra tekrardan test olmalar\u0131 gerekmektedir. \u0130ngiltere Ula\u015ft\u0131rma Bakan\u0131 Grant Shapps, \u0130ngiltere\u2019den kalkan kruvaziyer gemilerinin yurtd\u0131\u015f\u0131ndaki destinasyonlara seyahat edebilmelerine izin verildi\u011fini ifade etmi\u015ftir. Temmuz 2021\u2019de AB limanlar\u0131na gelen gemi say\u0131s\u0131 ise 2019 y\u0131l\u0131n\u0131n ayn\u0131 d\u00f6nemine k\u0131yasla %6 oran\u0131nda art\u0131\u015f g\u00f6stermi\u015ftir. Kruvaziyer gemileri, yolcu gemileri, dondurulmu\u015f y\u00fck gemileri ve ara\u00e7 ta\u015f\u0131y\u0131c\u0131 gemiler COVID-19 salg\u0131n\u0131ndan en \u00e7ok etkilenen sekt\u00f6rler aras\u0131nda yer alm\u0131\u015ft\u0131r. Ayr\u0131ca Ro-Ro yolcu gemisi say\u0131s\u0131nda %22; Ro-Ro y\u00fck gemisi say\u0131s\u0131nda ise %9 art\u0131\u015f olmu\u015ftur. \u00dclke baz\u0131nda ise Bulgaristan, H\u0131rvatistan, K\u0131br\u0131s, Finlandiya, Fransa, \u0130zlanda, Litvanya, Norve\u00e7, Polonya ve \u0130spanya salg\u0131ndan en \u00e7ok etkilenen \u00fclkeler olmu\u015ftur.<\/p><p>S\u00f6z konusu rapor, 2019, 2020 ve 2021 y\u0131llar\u0131na ili\u015fkin olarak MARINFO\u2019dan gelen verileri i\u015fleyerek, COVID-19 salg\u0131n\u0131n\u0131n, AB \u00dcye Devleti bayra\u011f\u0131 ta\u015f\u0131yan gemilerin faaliyetleri \u00fczerindeki etkisini, d\u00fcnyan\u0131n herhangi bir yerinde bulunan limanlara yap\u0131lan sefer say\u0131lar\u0131n\u0131 baz alarak analiz etmektedir. \u0130ngiltere hari\u00e7 olmak \u00fczere AB \u00dcye Devleti bayra\u011f\u0131 ta\u015f\u0131yan gemilerin 2020 y\u0131l\u0131nda d\u00fcnyadaki t\u00fcm limanlara yapt\u0131klar\u0131 sefer say\u0131lar\u0131nda 2019 y\u0131l\u0131na k\u0131yasla %3.5, toplam gros tonaj say\u0131s\u0131nda ise %11.1 azalma olmu\u015ftur. \u00d6zellikle salg\u0131n\u0131n Avrupa\u2019da art\u0131\u015f g\u00f6stermesi ile birlikte bir\u00e7ok Avrupa Birli\u011fi \u00dcye Devleti taraf\u0131ndan getirilen karantina \u00f6nlemleri neticesinde 2020 y\u0131l\u0131n\u0131n Mart ay\u0131 ortalar\u0131ndan itibaren s\u00f6z konusu say\u0131larda \u00f6nemli bir d\u00fc\u015f\u00fc\u015f olmu\u015ftur. Ancak A\u011fustos 2020 itibariyle k\u0131r\u0131lan bu d\u00fc\u015f\u00fc\u015f trendi, yine bu tarih itibariyle daha stabil bir hale gelmi\u015ftir. A\u011fustos 2021\u2019de, 2019 y\u0131l\u0131ndaki de\u011ferlere k\u0131yasla %2.1\u2019lik bir art\u0131\u015f ile limanlara u\u011frak yapan gemi say\u0131s\u0131nda toparlanma g\u00f6zlemlenmi\u015f fakat toplam gros tonaj %7.6 oran\u0131nda d\u00fc\u015fm\u00fc\u015ft\u00fcr. 2021 ve 2019 y\u0131llar\u0131 verileri k\u0131yasland\u0131\u011f\u0131nda Bel\u00e7ika, Bulgaristan ve H\u0131rvatistan bayrakl\u0131 gemiler, liman u\u011frak say\u0131s\u0131 konusunda en \u00e7ok etkilenen \u00fclkeler olmu\u015ftur. Bunun yan\u0131 s\u0131ra Litvanya bayrakl\u0131 gemiler ise, 2019 y\u0131l\u0131n\u0131n A\u011fustos ay\u0131na k\u0131yasla 2021 y\u0131l\u0131n\u0131n A\u011fustos ay\u0131nda bu anlamda \u00f6nemli bir art\u0131\u015f g\u00f6stermi\u015ftir.<\/p><p>Bu bilgilere ek olarak s\u00f6z konusu raporda EMSA, salg\u0131n\u0131n Avrupa-\u00c7in ve Avrupa-ABD aras\u0131ndaki deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 rotalar\u0131na olan etkileri hakk\u0131nda da bilgi vermektedir. 2019 y\u0131l\u0131 ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda 2020 y\u0131l\u0131nda Avrupa\u2019dan \u00c7in ve ABD\u2019ye giden gemi trafi\u011finde azalma olmu\u015ftur. 2021 y\u0131l\u0131nda Avrupa ile \u00c7in aras\u0131ndaki gemi trafi\u011fi ise 2020 y\u0131l\u0131n\u0131n de\u011ferleri \u00fczerinde olmas\u0131na ra\u011fmen s\u00f6z konusu de\u011ferler hala 2019 y\u0131l\u0131ndaki seviyelerin alt\u0131nda seyretmektedir. Fakat ABD ile Avrupa aras\u0131ndaki gemi trafi\u011finde ve \u00f6zellikle Avrupa Birli\u011fi\u2019nden ABD\u2019ye yap\u0131lan ihracatta toparlanma g\u00f6zlemlenmi\u015f olup, Mart 2021 tarihinden itibaren s\u00f6z konusu gemi trafi\u011fi ve ihracata ili\u015fkin de\u011ferler pandemi \u00f6ncesindeki de\u011ferlerin \u00fcst\u00fcne \u00e7\u0131km\u0131\u015ft\u0131r. G\u00fcncel olarak ABD\u2019den yap\u0131lan ithalat ise pandemi \u00f6ncesi d\u00f6nemde yap\u0131lan ithalat de\u011ferlerine yakla\u015fmaktad\u0131r.<\/p><p>Ayr\u0131ca rapora g\u00f6re kruvaziyer gemileri, yolcu gemileri ve Ro-Ro yolcu gemileri gibi yolcu ta\u015f\u0131yan gemiler de pandemiden etkilenen gruplar aras\u0131nda yer alm\u0131\u015ft\u0131r. AB limanlar\u0131nda demirleyen ve AB limanlar\u0131na sefer yapmakta olan s\u00f6z konusu gemilerle ilgili olarak Mart 2020 tarihinde EMSA taraf\u0131ndan bir analiz yap\u0131lm\u0131\u015f olup, s\u00f6z konusu analiz kapsam\u0131nda, AB limanlar\u0131na ba\u011fl\u0131 ve limanlarda demir atan kruvaziyer gemi say\u0131s\u0131nda art\u0131\u015f g\u00f6zlemlendi\u011fi bildirilmi\u015ftir. Ayr\u0131ca kruvaziyer gemilerindeki ki\u015fi say\u0131s\u0131 Mart 2020 tarihi itibariyle kademeli olarak d\u00fc\u015fm\u00fc\u015f ve s\u00f6z konusu gemilerde yaln\u0131zca gemi personelinin kalmas\u0131ndan dolay\u0131 bu gemilerdeki ki\u015fi say\u0131s\u0131 \u00e7ok d\u00fc\u015f\u00fck bir seviyede seyretmi\u015ftir. D\u00fcnyadaki b\u00fct\u00fcn b\u00fcy\u00fck kruvaziyer gemi \u015firketleri salg\u0131n\u0131n d\u00fcnya \u00e7ap\u0131nda yay\u0131lmas\u0131yla birlikte Mart ay\u0131n\u0131n ortalar\u0131ndan itibaren seferlerini durdurmu\u015f, baz\u0131 \u015firketler ise s\u0131n\u0131rl\u0131 say\u0131da gemilerle belirli b\u00f6lgelerde faaliyetlerini s\u00fcrd\u00fcrm\u00fc\u015ft\u00fcr.<\/p><p>Son olarak, pandemi \u015fartlar\u0131n\u0131n devam etmesinden dolay\u0131 2020 y\u0131l\u0131n\u0131n ba\u015flar\u0131ndan bu yana 2019 y\u0131l\u0131na k\u0131yasla limanlarda demir atan gemi say\u0131s\u0131nda art\u0131\u015f olmu\u015ftur. Fakat s\u00f6z konusu paket ile sunulan baz\u0131 \u00f6nergeler aras\u0131nda tutars\u0131zl\u0131k oldu\u011funun alt\u0131n\u0131 \u00e7izen Avrupal\u0131 armat\u00f6rler, bu durumun iklim hedeflerine zarar verebilece\u011fini belirtmi\u015f ve s\u00f6z konusu \u00f6nergelerin daha tutarl\u0131 olmas\u0131 gerekti\u011fini ifade etmi\u015ftir.<\/p><p>ECSA Ba\u015fkan\u0131 Claes Berglund konuya ili\u015fkin olarak \u015fu \u015fekilde bir a\u00e7\u0131klama yapm\u0131\u015ft\u0131r: \u201c<em>Deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fc i\u00e7in uluslararas\u0131 bir \u00e7\u00f6z\u00fcm tercih etmemize ra\u011fmen Avrupa Birli\u011fi\u2019nin art\u0131r\u0131lm\u0131\u015f iklim hedefini destekliyoruz ve iklim krizinin ele al\u0131nmas\u0131 konusunda deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcn\u00fcn, AB d\u00fczeyinde katk\u0131da bulunmas\u0131 gerekti\u011finin fark\u0131nday\u0131z.\u201d<\/em><\/p><p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em>ECSA, \u00f6zellikle bir\u00e7ok k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli armat\u00f6r i\u00e7in \u00f6nemli olan karbon fiyatlar\u0131n\u0131n sabit bir hale getirilmesi i\u00e7in Avrupa Birli\u011fi Emisyon Ticaret Sistemi (European Union Emission Trading System - EU ETS) kapsam\u0131nda bir sermaye olu\u015fturulmas\u0131n\u0131 desteklemekte olup, elde edilecek gelirler ile sekt\u00f6r\u00fcn ya\u015fayaca\u011f\u0131 enerji ge\u00e7i\u015f s\u00fcrecinin desteklenmesi g\u00f6r\u00fc\u015f\u00fcndedir. ECSA ayr\u0131ca, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcn\u00fcn AB ETS\u2019ye dahil edilmesine ili\u015fkin sunulan \u00f6nergedeki ticari i\u015fletmecilerin rol\u00fcn\u00fcn tan\u0131nmas\u0131ndan da memnuniyet duymaktad\u0131r. Ticari i\u015fletmecilerin AB ETS\u2019den kaynaklanacak maliyetleri \u00fcstlenmeleri gerekti\u011fi hususu Avrupal\u0131 armat\u00f6rler i\u00e7in \u00f6nemli bir konudur.<\/p><p>Claes Berglund s\u00f6zlerine \u015fu \u015fekilde devam etmi\u015ftir: \u201c<em>ETS\u2019den elde edilecek gelirlerin deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcn\u00fcn karbonsuzla\u015ft\u0131r\u0131lmas\u0131n\u0131n desteklenmesi i\u00e7in kullan\u0131lmas\u0131 ve buradaki gelirin AB \u00dcye Devletleri\u2019nin genel b\u00fct\u00e7elerine aktar\u0131lmamas\u0131 \u00f6nem arz etmektedir. Avrupa Parlamentosu, Sivil Toplum Kurulu\u015flar\u0131 ve sekt\u00f6r payda\u015flar\u0131n\u0131n halihaz\u0131rda sekt\u00f6re ili\u015fkin bir sermayeyi destekledi\u011fi g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda, \u00dcye Devletlerin bu durumu bir mesaj olarak alg\u0131layaca\u011f\u0131n\u0131 ve bu konuda daha ileriye gitmek i\u00e7in ad\u0131m atacaklar\u0131n\u0131 umuyoruz. Ticari i\u015fletmeciler de dahil olmak \u00fczere b\u00fct\u00fcn tedarik zinciri payda\u015flar\u0131n\u0131n kararlar\u0131n\u0131 iklime duyarl\u0131 bir \u015fekilde vermeleri i\u00e7in yeni Direktif ile s\u00f6z konusu payda\u015flara uygun te\u015fvikler verilmelidir.\u201d<\/em><\/p><p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em>ECSA, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcnden kaynaklanan emisyon y\u00fczdelerinin kademeli bir \u015fekilde ETS\u2019ye dahil edilmesi s\u00fcrecini desteklemektedir. Fakat yat\u0131r\u0131m sinyallerinin olu\u015fturulmas\u0131 ve sistemin tasar\u0131m\u0131ndaki olas\u0131 hatalar\u0131n tespit edilmesi i\u00e7in sekt\u00f6rden kaynaklanan emisyonlar\u0131n kademeli bir \u015fekilde ETS\u2019ye dahil edilmesi konusunda yeterli zaman\u0131n verilmesi \u00f6nemlidir.<\/p><p>Avrupal\u0131 armat\u00f6rler, FuelEU Denizcilik giri\u015fiminin (FuelEU Maritime initiative), g\u00fcn\u00fcm\u00fczde ticari kullan\u0131m i\u00e7in eri\u015filebilir olmayan daha temiz yak\u0131tlar\u0131n piyasalarda tutunmas\u0131n\u0131 te\u015fvik etmeye y\u00f6nelik hedefini desteklemektedir. Fakat \u00f6nerge, hem \u2018Fit for 55\u2019 iklim paketi kapsam\u0131ndaki di\u011fer \u00f6nergeler ile hem de art\u0131r\u0131lm\u0131\u015f iklim hedefi ile uyumlu de\u011fildir.<\/p><p>ECSA Genel Sekreteri Martin Dorsman konu ile ilgili \u015fu a\u00e7\u0131klamay\u0131 yapm\u0131\u015ft\u0131r: \u201c<em>AB b\u00f6lgesi d\u0131\u015f\u0131ndaki biyoyak\u0131t kar\u0131\u015f\u0131mlar\u0131n\u0131n sat\u0131n al\u0131m\u0131n\u0131n te\u015fvik edilmesi, giri\u015fimin uygulamaya al\u0131nmas\u0131 ile ilgili sorunlar yaratarak emisyon azalt\u0131m hedeflerinin ger\u00e7ekle\u015ftirilmesini tehlikeye atacakt\u0131r. Bu konuda daha fazla \u015fart getirmek yerine esneklik sa\u011flanmas\u0131 \u00e7ok \u00f6nemlidir. Ortaya koyulacak herhangi bir yeni standarda uyulmas\u0131na y\u00f6nelik sorumluluk AB yak\u0131t tedarik\u00e7ileri taraf\u0131ndan \u00fcstlenilmelidir.\u201d<\/em><\/p><p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em>Ayr\u0131ca Avrupal\u0131 armat\u00f6rler, K\u0131y\u0131 G\u00fc\u00e7 Kayna\u011f\u0131 (Onshore Power Supply \u2013 OPS) altyap\u0131s\u0131 bulunmayan limanlardaki gemilere kesilen para cezalar\u0131ndan sorumlu olmamalar\u0131 gerekti\u011finin alt\u0131n\u0131 \u00e7izmektedir.
