S\u00f6z konusu program, Akdeniz ortaklar\u0131n\u0131n ekonomik ve sosyal yap\u0131lar\u0131n\u0131n reformuna e\u015flik eden teknik ve finansal destek \u00f6nlemleri sunar.\"<\/p><p>2003 ba\u015f\u0131nda ba\u015flayan ve 2007'ye kadar d\u00f6rt y\u0131ll\u0131k bir d\u00f6nem halinde y\u00fcr\u00fct\u00fclm\u00fc\u015f olan EuroMed Ta\u015f\u0131mac\u0131l\u0131k Projesi; gelecekteki Avrupa-Akdeniz Serbest Ticaret Alan\u0131'n\u0131n geli\u015fmesini desteklemek ve b\u00f6lgesel ekonomik entegrasyonu te\u015fvik etmek amac\u0131yla 12 Ortak Akdeniz \u00fclkesi aras\u0131ndaki i\u015fbirli\u011fini kolayla\u015ft\u0131rmay\u0131 ama\u00e7lam\u0131\u015ft\u0131r.<\/p><p><strong>Elde Edilen Faydalar:<\/strong><br \/>Road haulage is set to grow by 50% between 1998 and 2010. In line with the Conclusions of the Gothenburg Council of June 2001, one of the objectives of the White Paper is to shift the balance between the modes. The Commissions policy, through an integrated package of measure, aims to limit the increase to 38%. The White Paper proposes to achieve this first by improving the performance of the alternatives to road transport- short sea shipping, rail and inland waterway. Actions will hence focus on supporting alternatives to road transport particularly for the \"long haul\" section of journeys. This not only reduces congestion, but improves road safety and is good for the environment.<\/p><p><strong><b>Policy Initiatives and Programmes<\/b>\n<br><\/strong><br \/><strong>Proje:<\/strong><\/p><p>- ba\u015fl\u0131ca zorluk ve darbo\u011fazlar\u0131 ortaya koyan b\u00f6lgesel ta\u015f\u0131mac\u0131l\u0131k sistemine ili\u015fkin tan\u0131sal bir \u00e7al\u0131\u015fman\u0131n ve<\/p><p>- politik ve kurumsal \u00f6nlemler ile fiziksel altyap\u0131 sorunlar\u0131na de\u011finen b\u00f6lgesel bir ta\u015f\u0131mac\u0131l\u0131k eylem plan\u0131n\u0131n haz\u0131rlanmas\u0131na yard\u0131mc\u0131 oldu.<\/p><p>Ayn\u0131 zamanda, proje:<\/p><p>- b\u00f6lgesel akt\u00f6rler aras\u0131ndaki politik diyalo\u011fun g\u00fc\u00e7lendirilmesine katk\u0131da bulundu;<\/p><p>- \u00f6zel sekt\u00f6r\u00fcn i\u015fbirli\u011fini te\u015fvik etti ve<\/p><p>- sekt\u00f6r\u00fcn performans\u0131n\u0131 denetlemek i\u00e7in ara\u00e7lar olu\u015fturdu.<\/p><p>Proje, Akdeniz ta\u015f\u0131mac\u0131l\u0131k sisteminin i\u015fleyi\u015fini ve etkinli\u011fini iyile\u015ftirmeyi ama\u00e7lad\u0131; politik reformlara ve ta\u015f\u0131mac\u0131l\u0131k alan\u0131nda faaliyet g\u00f6steren politikac\u0131lar ile e\u011fitim\/politika diyaloguna odakland\u0131.<\/p><p>S\u00f6z konusu b\u00f6lgesel yakla\u015f\u0131m\u0131n ayn\u0131 zamanda b\u00f6lgesel altyap\u0131y\u0131 geli\u015ftirme ve ilgili projelerin haz\u0131rlanmas\u0131 ve uygulanmas\u0131 i\u00e7in yerel kapasiteyi tesis etmek \u00fczere strateji olu\u015fturma gibi bir yan faydas\u0131 olmu\u015ftur.<\/p><p><strong>Projenin Ama\u00e7lar\u0131<\/strong><\/p><p><strong>Genel Ama\u00e7lar:<\/strong><\/p><p>* artan ve daha s\u00fcrd\u00fcr\u00fclebilir ta\u015f\u0131mac\u0131l\u0131k ak\u0131\u015flar\u0131, daha rekabet\u00e7i ticaret ve daha iyi dengelenmi\u015f ticari al\u0131\u015fveri\u015f ile MEDA \u00fclkelerinin ekonomik ve sosyal kalk\u0131nmas\u0131n\u0131n tamam\u0131na katk\u0131da bulunmak<\/p><p>* b\u00f6lgedeki e\u015fya ve yolcu ta\u015f\u0131mac\u0131l\u0131k sistemlerinin kalitesini, g\u00fcvenli\u011fini ve verimlili\u011fini artt\u0131rarak, bir b\u00fct\u00fcn olarak ta\u015f\u0131mac\u0131l\u0131k sekt\u00f6r\u00fcn\u00fcn i\u015fleyi\u015fini geli\u015ftirmek<\/p><p>* iyile\u015ftirilmi\u015f ta\u015f\u0131mac\u0131l\u0131k ak\u0131\u015flar\u0131n\u0131, daha iyi ba\u011flant\u0131lar\u0131 ve darbo\u011fazlar\u0131n azalt\u0131lmas\u0131n\u0131 sa\u011flayan \u00e7ok modlu entegre ta\u015f\u0131mac\u0131l\u0131k a\u011flar\u0131n\u0131n ve altyap\u0131s\u0131n\u0131n geli\u015ftirilmesini desteklemek<\/p><p><strong>Spesifik Ama\u00e7lar:<\/strong><\/p><p>EuroMed Projesi, \u00f6zellikle Avrupa-Akdeniz Serbest Ticaret Alan\u0131'n\u0131n geli\u015ftirilmesine katk\u0131da bulunmay\u0131 ve 12 Ortak Akdeniz \u00dclkesi (bkz. Proje Lehdarlar\u0131) aras\u0131nda s\u00f6z konusu \u00fclkelere a\u015fa\u011f\u0131daki konularda destek olarak ekonomik entegrasyonu te\u015fvik etmeyi ama\u00e7lamaktad\u0131r:<\/p><p>* kurumsal reformlar ile piyasa reformlar\u0131na destek vererek, operasyonel norm ve mevzuatlar\u0131n uyumla\u015ft\u0131r\u0131lmas\u0131n\u0131 te\u015fvik ederek ve ta\u015f\u0131mac\u0131l\u0131k politikalar\u0131n\u0131n e\u015fg\u00fcd\u00fcm\u00fcn\u00fc destekleyerek Akdeniz ta\u015f\u0131mac\u0131l\u0131k sisteminin i\u015flevselli\u011fini ve etkinli\u011fini artt\u0131rmak<\/p><p>* ortakla\u015fa kararla\u015ft\u0131r\u0131lan \u00f6ncelikli altyap\u0131 tasar\u0131lar\u0131nda; yat\u0131r\u0131m kaynaklar\u0131n\u0131n seferber edilmesini kolayla\u015ft\u0131rarak, b\u00f6lgesel ta\u015f\u0131mac\u0131l\u0131k altyap\u0131 a\u011f\u0131n\u0131 geli\u015ftirmek ve modernle\u015ftirmek ve s\u00f6z konusu altyap\u0131 a\u011f\u0131n\u0131n Trans-Avrupa a\u011flar\u0131na ba\u011flant\u0131s\u0131n\u0131 sa\u011flamak<\/p><p>* denizyolu-karayolu (demiryolu, karayolu ve b\u00fcy\u00fck olas\u0131l\u0131kla i\u00e7 suyolu) ba\u011flant\u0131lar\u0131 ve kav\u015fak noktalar\u0131na odaklanarak, deniz otoyollar\u0131 \u00e7er\u00e7evesinde, AB ve MEDA \u00fclkeleri aras\u0131nda etkili ve verimli modlar aras\u0131 y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 te\u015fvik etmek.<\/p><p><strong>EuroMed Projesinin Haritalar\u0131 ve Veritaban\u0131<\/strong><\/p><p>Uluslararas\u0131 etkin y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131, Avrupa-Akdeniz Serbest Ticaret Alan\u0131'n\u0131n kalk\u0131nmas\u0131 i\u00e7in son derece \u00f6nemlidir. 2000 y\u0131l\u0131nda, yakla\u015f\u0131k 450 tonluk y\u00fck, MEDA \u00fclkelerine gidi\u015f-geli\u015flerde ta\u015f\u0131nd\u0131. Bunun yakla\u015f\u0131k yar\u0131s\u0131n\u0131, ham petrol ve benzeri s\u0131v\u0131 d\u00f6kme y\u00fck olu\u015fturdu.<\/p><p>Denizyolu, birimlendirilmi\u015f (konteyner) ta\u015f\u0131mac\u0131l\u0131k ile genel kargo ve d\u00f6kme y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 i\u00e7in genellikle en \u00f6nemli moddur. K\u0131sa Mesafeli Denizyolu (Short Sea) ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 yapan RO-RO Gemileri, Bat\u0131 Akdeniz'de olduk\u00e7a \u00f6nemliyken; karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131, Do\u011fu Akdeniz'deki kom\u015fu \u00fclkeler aras\u0131ndaki ak\u0131\u015flar i\u00e7in \u00f6nemlidir. Gelecekteki en b\u00fcy\u00fck art\u0131\u015f, birimlendirilmi\u015f (konteyner) y\u00fckte olacakt\u0131r.<\/p><p>\"B\u00f6lgesel\" kelimesinin; Akdeniz Ortaklar\u0131 ve di\u011fer \u00fclkeler aras\u0131nda, destekleyici ak\u0131\u015flar anlam\u0131na geldi\u011fi b\u00f6lgesel ana ta\u015f\u0131mac\u0131l\u0131k a\u011f\u0131, koridorlar seti olarak d\u00fc\u015f\u00fcn\u00fclebilir. Koridorlar; finansal kaynaklar\u0131n, en fazla fayda sa\u011flanacak yerlerde a\u011f geli\u015ftirilmesi i\u00e7in odaklanmas\u0131na yard\u0131mc\u0131 olur. Mevcut ta\u015f\u0131mac\u0131l\u0131k altyap\u0131s\u0131 zaman i\u00e7inde geli\u015fmi\u015ftir. G\u00fcn\u00fcm\u00fczde 50'den fazla liman tesisat\u0131 bulunmaktad\u0131r. Konteyner y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n h\u0131zl\u0131 geli\u015fimi, en b\u00fcy\u00fck zorlu\u011fu te\u015fkil etmektedir.<\/p><p>Karayolunun durumu ve kapasitesi her zaman yeterli olmasa bile, MEDA \u00fclkeleri ile her \u00fclkede bulunan hizmet limanlar\u0131 aras\u0131nda karayolu ba\u011flant\u0131lar\u0131 bulunmaktad\u0131r. Pek \u00e7ok \u00fclkede kapsaml\u0131 bir demiryolu a\u011f\u0131 bulunmaktad\u0131r. Karayolu; d\u00f6kme y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda, \u00f6zellikle limanlara olan ba\u011flant\u0131larda da olduk\u00e7a i\u015fe yaramaktad\u0131r; ancak \u00f6b\u00fcr t\u00fcrl\u00fc, uluslararas\u0131 ta\u015f\u0131mac\u0131l\u0131kta mevcut haliyle oldu\u011fu gibi geli\u015ftirilemezdi.<\/p><p><strong>Koridorlar<\/strong><\/p><p>Koridorlar, \u00f6nerilen altyap\u0131 a\u011f\u0131n\u0131 tan\u0131mlar. Bu a\u011f; MEDA \u00fclkelerinde, uluslararas\u0131 trafi\u011fe y\u00f6nelik liman ve havaalan\u0131 altyap\u0131s\u0131 ile demiryolu ve karayolu altyap\u0131s\u0131n\u0131 i\u00e7erir.
