Buna ek olarak s\u00f6z konusu armat\u00f6rler, AB ETS\u2019den elde edilecek t\u00fcm gelirlerin Ar-Ge projelerinin desteklenmesi ve daha temiz ve standart yak\u0131tlar aras\u0131ndaki fiyat fark\u0131n\u0131n azalt\u0131lmas\u0131 amac\u0131yla kullan\u0131lmas\u0131 gerekti\u011fini d\u00fc\u015f\u00fcnmektedir. AB ETS \u00f6nerisi, fark s\u00f6zle\u015fmeleri de dahil olmak \u00fczere, inovasyon fonu kapsam\u0131nda sekt\u00f6r\u00fcn karbondan ar\u0131nd\u0131r\u0131lmas\u0131n\u0131n finansman\u0131na at\u0131fta bulunmaktad\u0131r. Fakat AB ETS \u00f6nerisi kapsam\u0131ndaki maddelerde deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fc i\u00e7in gelir ayr\u0131lmas\u0131 ile ilgili yasal a\u00e7\u0131dan ba\u011flay\u0131c\u0131 bir mutabakat bulunmamaktad\u0131r.<\/p><p>ECSA Ba\u015fkan\u0131 Claes Berglund konuya ili\u015fkin olarak \u015fu \u015fekilde bir a\u00e7\u0131klama yapm\u0131\u015ft\u0131r: \u201c<em>Her ne kadar \u00f6ncelikli tercihimiz deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda IMO d\u00fczeyinde uluslararas\u0131 bir y\u00f6netmeli\u011fin uygulanmas\u0131 olsa da sekt\u00f6r, iklim krizi sorununa AB d\u00fczeyinde de katk\u0131 sa\u011flamal\u0131d\u0131r. ECSA, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcnde faaliyet g\u00f6steren bir\u00e7ok KOB\u0130 i\u00e7in \u00f6nemli olan karbon fiyatlar\u0131n\u0131n dengelenmesi hususunda AB ETS kapsam\u0131nda bir fon olu\u015fturulmas\u0131n\u0131 desteklemektedir. \u00d6nemli bir di\u011fer husus ise AB ETS\u2019den elde edilecek gelirler ile temiz yak\u0131t al\u0131m\u0131n\u0131n desteklenmesi gerekti\u011fidir.\u201d<\/em><\/p><p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em>ECSA, \u2018kirleten \u00f6der\u2019 prensibinin kurallara uygun bir \u015fekilde uygulanmas\u0131n\u0131 ve AB ETS\u2019den kaynaklanacak maliyetlerin, operasyonel konularda karar alan ilgili kuruma yans\u0131t\u0131lmas\u0131 gerekti\u011fini desteklemektedir. Bu ba\u011flamda ECSA, ticari i\u015fletmecilerin oynad\u0131\u011f\u0131 rol\u00fcn AB ETS kapsam\u0131ndaki beyanlarda tan\u0131nmas\u0131ndan dolay\u0131 memnuniyetini dile getirmi\u015ftir. Bu a\u00e7\u0131k politik mesaja bak\u0131lmaks\u0131z\u0131n herhangi bir ba\u011flay\u0131c\u0131 zorunluluk getirilmemi\u015f olup, maliyetlerin yans\u0131t\u0131lmas\u0131 konusu piyasalar\u0131n e\u011filimine b\u0131rak\u0131lm\u0131\u015ft\u0131r.<\/p><p>ECSA Genel Sekreter Vekili Sotiris Raptis ise s\u00f6zlerinde \u015fu ifadelere yer vermi\u015ftir: \u201c<em>Deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcnde kirleten \u00f6der prensibinin uygulanmas\u0131, ileride al\u0131nacak verimlilik \u00f6nlemleri ve sekt\u00f6r\u00fcn temiz yak\u0131t kullan\u0131m\u0131na ge\u00e7i\u015fi i\u00e7in \u00e7ok \u00f6nemlidir. ECSA, AB ETS\u2019den kaynaklanacak maliyetlerin ticari i\u015fletmeci taraf\u0131ndan \u00f6denmesi gerekti\u011fini desteklemektedir. ECSA\u2019ya g\u00f6re, kanun uyar\u0131nca, s\u00f6zle\u015fmeye dayal\u0131 anla\u015fma ba\u011flam\u0131nda AB ETS\u2019nin uygulanmas\u0131ndan kaynaklanacak masraflar\u0131n, CO2 emisyonlar\u0131n\u0131 etkileyen kararlar alan ilgili kurulu\u015flar taraf\u0131ndan kar\u015f\u0131lanmas\u0131 gerekmektedir.\u201d<\/em><\/p><p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em>Avrupal\u0131 armat\u00f6rler AB ETS \u00f6nerisinin h\u00fck\u00fcmlerinde yasal a\u00e7\u0131dan ba\u011flay\u0131c\u0131 zorunluluklara yer verilmesini \u00f6nermektedir. Avrupal\u0131 Armat\u00f6rlere g\u00f6re, AB ETS kapsam\u0131ndaki masraflar\u0131n deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 ile i\u015ftirak eden firmalardan ticari i\u015fletmecilere ge\u00e7mesi, s\u00f6zle\u015fmeye dayal\u0131 anla\u015fma kapsam\u0131nda s\u00f6z konusu ba\u011flay\u0131c\u0131 zorunluluklar ile sa\u011flanmal\u0131d\u0131r. (Kaynak: ECSA)<\/p><p>&nbsp;<\/p><p><strong><u>2- EMSA, COVID-19\u2019un deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na olan etkisi konulu Kas\u0131m ay\u0131 raporunu yay\u0131mlad\u0131.<\/u><\/strong><\/p><p>Avrupa Deniz Emniyeti Ajans\u0131 (European Maritime Safety Agency \u2013 EMSA), COVID-19 salg\u0131n\u0131n\u0131n deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na olan etkisine ili\u015fkin Kas\u0131m ay\u0131 raporunu yay\u0131mlad\u0131.<\/p><p>Avrupa Birli\u011fi Denizcilik Bilgi ve De\u011fi\u015fim Sistemi (SafeSeaNet), Uzak Mesafe Tan\u0131mlama ve \u0130zleme Sistemi (Long Range Identification and Tracking System \u2013 LRIT) ve MARINFO\u2019dan al\u0131nan verileri kullanan rapor, COVID-19 salg\u0131n\u0131n\u0131n deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 trafi\u011fine olan etkilerini istatistiksel verilerle incelemektedir.<\/p><p>Avrupa limanlar\u0131na gelen gemiler say\u0131sal olarak incelendi\u011finde bu say\u0131n\u0131n 2020 y\u0131l\u0131nda 2019 y\u0131l\u0131na k\u0131yasla %10 d\u00fc\u015ft\u00fc\u011f\u00fc g\u00f6zlemlenmi\u015ftir. Ekim 2021\u2019de AB limanlar\u0131na gelen gemi say\u0131s\u0131 ise 2019 y\u0131l\u0131n\u0131n ayn\u0131 d\u00f6nemine k\u0131yasla %5 oran\u0131nda art\u0131\u015f g\u00f6stermi\u015ftir. Kruvaziyer gemileri, dondurulmu\u015f y\u00fck gemileri ve ara\u00e7 ta\u015f\u0131y\u0131c\u0131 gemiler COVID-19 salg\u0131n\u0131ndan en \u00e7ok etkilenen sekt\u00f6rler aras\u0131nda yer alm\u0131\u015ft\u0131r. Ayr\u0131ca yolcu gemisi say\u0131s\u0131nda %26; Ro-Ro yolcu gemisi say\u0131s\u0131nda ise %15 art\u0131\u015f olmu\u015ftur. \u00dclke baz\u0131nda ise H\u0131rvatistan, K\u0131br\u0131s, Finlandiya, \u0130zlanda, Norve\u00e7, Portekiz ve \u0130spanya salg\u0131ndan en \u00e7ok etkilenen \u00fclkeler aras\u0131nda yer almaktad\u0131r.<\/p><p>S\u00f6z konusu rapor, 2019, 2020 ve 2021 y\u0131llar\u0131na ili\u015fkin olarak MARINFO\u2019dan gelen verileri i\u015fleyerek, COVID-19 salg\u0131n\u0131n\u0131n, AB \u00dcye Devleti bayra\u011f\u0131 ta\u015f\u0131yan gemilerin faaliyetleri \u00fczerindeki etkisini, d\u00fcnyan\u0131n herhangi bir yerinde bulunan limanlara yap\u0131lan sefer say\u0131lar\u0131n\u0131 baz alarak analiz etmektedir. \u0130ngiltere hari\u00e7 olmak \u00fczere AB \u00dcye Devleti bayra\u011f\u0131 ta\u015f\u0131yan gemilerin 2020 y\u0131l\u0131nda d\u00fcnyadaki t\u00fcm limanlara yapt\u0131klar\u0131 sefer say\u0131lar\u0131nda 2019 y\u0131l\u0131nda k\u0131yasla %3.5; toplam gros tonaj say\u0131s\u0131nda ise %11.1 azalma olmu\u015ftur. \u00d6zellikle salg\u0131n\u0131n Avrupa\u2019da art\u0131\u015f g\u00f6stermesi ile birlikte bir\u00e7ok Avrupa Birli\u011fi \u00dcye Devleti taraf\u0131ndan getirilen karantina \u00f6nlemleri neticesinde 2020 y\u0131l\u0131n\u0131n Mart ay\u0131 ortalar\u0131ndan itibaren s\u00f6z konusu say\u0131larda \u00f6nemli bir d\u00fc\u015f\u00fc\u015f olmu\u015ftur. Ancak A\u011fustos 2020 itibari ile k\u0131r\u0131lan bu d\u00fc\u015f\u00fc\u015f trendi, yine bu tarih itibariyle daha stabil bir hale gelmi\u015ftir. Kas\u0131m 2021\u2019de, 2019 y\u0131l\u0131ndaki de\u011ferlere k\u0131yasla %9.3\u2019l\u00fck bir art\u0131\u015f ile limanlara u\u011frak yapan gemi say\u0131s\u0131nda toparlanma g\u00f6zlemlenmi\u015f fakat toplam gros tonajda %-4 oran\u0131nda ufak bir d\u00fc\u015f\u00fc\u015f olmu\u015ftur. 2021 ve 2019 y\u0131l\u0131 verileri k\u0131yasland\u0131\u011f\u0131nda Bel\u00e7ika, H\u0131rvatistan ve Fransa bayrakl\u0131 gemiler liman u\u011frak say\u0131s\u0131 konusunda en \u00e7ok etkilenen \u00fclkeler olmu\u015ftur. Bunun yan\u0131 s\u0131ra Litvanya, Polonya, Danimarka ve Norve\u00e7 bayrakl\u0131 gemiler ise 2019 y\u0131l\u0131n\u0131n Kas\u0131m ay\u0131na k\u0131yasla 2021 y\u0131l\u0131n\u0131n Kas\u0131m ay\u0131nda bu anlamda \u00f6nemli bir art\u0131\u015f g\u00f6stermi\u015ftir.<\/p><p>Bu bilgilere ek olarak s\u00f6z konusu raporda EMSA, salg\u0131n\u0131n Avrupa-\u00c7in ve Avrupa-ABD aras\u0131ndaki deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 rotalar\u0131na olan etkileri hakk\u0131nda da bilgi vermektedir. 2019 y\u0131l\u0131 ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda 2020 y\u0131l\u0131nda Avrupa\u2019dan \u00c7in ve ABD\u2019ye giden gemi trafi\u011finde azalma olmu\u015ftur. 2021 y\u0131l\u0131nda ise Avrupa ile \u00c7in aras\u0131ndaki gemi trafi\u011fi 2020 y\u0131l\u0131n\u0131n de\u011ferlerinin \u00fczerinde olmas\u0131na ra\u011fmen s\u00f6z konusu de\u011ferler hala 2019 y\u0131l\u0131ndaki seviyelerin alt\u0131nda seyretmektedir. Fakat ABD ile Avrupa aras\u0131ndaki gemi trafi\u011finde ve \u00f6zellikle Avrupa Birli\u011fi\u2019nden ABD\u2019ye yap\u0131lan ihracatta toparlanma g\u00f6zlemlenmi\u015f olup, Mart 2021\u2019den itibaren s\u00f6z konusu gemi trafi\u011fi ve ihracata ili\u015fkin de\u011ferler pandemi \u00f6ncesindeki de\u011ferlerin \u00fcst\u00fcne \u00e7\u0131km\u0131\u015ft\u0131r.<\/p><p>Ayr\u0131ca rapora g\u00f6re kruvaziyer gemileri, yolcu gemileri ve Ro-Ro yolcu gemileri gibi yolcu ta\u015f\u0131yan gemiler de pandemiden etkilenen gruplar aras\u0131nda yer alm\u0131\u015ft\u0131r. AB limanlar\u0131nda demirleyen ve AB limanlar\u0131na sefer yapmakta olan s\u00f6z konusu gemiler ile ilgili olarak Mart 2020 tarihinde EMSA taraf\u0131ndan bir analiz yap\u0131lm\u0131\u015f olup, s\u00f6z konusu analiz kapsam\u0131nda, AB limanlar\u0131na ba\u011fl\u0131 ve limanlarda demir atan kruvaziyer gemi say\u0131s\u0131nda art\u0131\u015f g\u00f6zlemlendi\u011fi bildirilmi\u015ftir. Ayr\u0131ca kruvaziyer gemilerindeki ki\u015fi say\u0131s\u0131 Mart 2020 tarihi itibariyle kademeli olarak d\u00fc\u015fm\u00fc\u015f ve s\u00f6z konusu gemilerde yaln\u0131zca gemi personelinin kalmas\u0131ndan dolay\u0131 bu gemilerdeki ki\u015fi say\u0131s\u0131 \u00e7ok d\u00fc\u015f\u00fck bir seviyede seyretmi\u015ftir. D\u00fcnyadaki b\u00fct\u00fcn b\u00fcy\u00fck kruvaziyer gemi \u015firketleri salg\u0131n\u0131n d\u00fcnya \u00e7ap\u0131nda yay\u0131lmas\u0131yla birlikte Mart ay\u0131n\u0131n ortalar\u0131ndan itibaren seferlerini durdurmu\u015f, baz\u0131 \u015firketler ise s\u0131n\u0131rl\u0131 say\u0131da gemilerle belirli b\u00f6lgelerde faaliyetlerini s\u00fcrd\u00fcrm\u00fc\u015ft\u00fcr.<\/p><p>Son olarak raporda, pandemi \u015fartlar\u0131n\u0131n devam etmesinden dolay\u0131 2020 y\u0131l\u0131n\u0131n ba\u015flar\u0131ndan bu yana 2019 y\u0131l\u0131na k\u0131yasla limanlarda demir atan gemi say\u0131s\u0131nda art\u0131\u015f oldu\u011fu ifade edilmi\u015ftir. (Kaynak: EMSA)<\/p><p><strong><u>3- H\u00fck\u00fcmetler, s\u0131f\u0131r karbonlu deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 i\u00e7in ICS taraf\u0131ndan \u00f6nerilen Ar-Ge fonu \u00fczerinde karar k\u0131ld\u0131.<\/u><\/strong><\/p><p>26\u2019nc\u0131 Birle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi Konferans\u0131\u2019ndan (UN Climate Change Conference \u2013 COP 26) bir hafta sonra 174 \u00fclke, karbon emisyon azalt\u0131m\u0131 konusunda uluslararas\u0131 deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcn\u00fcn kar\u015f\u0131la\u015ft\u0131\u011f\u0131 zorluklar\u0131n ele al\u0131nmas\u0131 amac\u0131yla Uluslararas\u0131 Denizcilik \u00d6rg\u00fct\u00fc\u2019n\u00fcn (International Maritime Organization \u2013 IMO) Londra\u2019daki merkezinde bir toplant\u0131 ger\u00e7ekle\u015ftirecektir.<\/p><p>Londra\u2019da ger\u00e7ekle\u015ftirilecek Deniz \u00c7evresini Koruma Komitesi (Marine Environment Protection Committee \u2013 MEPC) toplant\u0131s\u0131nda s\u00fcrecin, 5 milyar dolar tutar\u0131ndaki Ar-Ge fonu olan IMO Denizcilik Ara\u015ft\u0131rma Fonu (IMO Maritime Research Fund \u2013 IMRF) ile devam ettirilmesine y\u00f6nelik g\u00f6r\u00fc\u015fmeler yap\u0131lacakt\u0131r.<\/p><p>H\u00fck\u00fcmetlerin ve vergi m\u00fckelleflerinin katk\u0131lar\u0131 olmadan miktar\u0131n\u0131n tamam\u0131 denizcilik sekt\u00f6r\u00fc taraf\u0131ndan olu\u015fturulan fon, s\u0131f\u0131r karbonlu yak\u0131tlar\u0131n okyanusta seyreden b\u00fcy\u00fck gemilerde kullan\u0131labilmesi amac\u0131yla Teknolojiye Haz\u0131rl\u0131k Seviyeleri\u2019ndeki (Technology Readiness Levels) h\u0131zl\u0131 art\u0131\u015f\u0131 daha da h\u0131zland\u0131rmak i\u00e7in kullan\u0131lacakt\u0131r.<\/p><p>Onayland\u0131\u011f\u0131 takdirde, 5 milyar dolar tutar\u0131ndaki s\u00f6z konusu Ar-Ge fonunun 2023 y\u0131l\u0131nda hayata ge\u00e7irilmesi beklenmekte olup, bu sayede 2030 y\u0131l\u0131na kadar \u00e7ok say\u0131da s\u0131f\u0131r karbonlu geminin suya indirilmesi ve 2050 y\u0131l\u0131 net s\u0131f\u0131r karbonlu deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 hedefinin ger\u00e7ekle\u015ftirilmesi ama\u00e7lanmaktad\u0131r.<\/p><p>IMO Denizcilik Ara\u015ft\u0131rma Fonu\u2019nun olu\u015fturulmas\u0131 i\u00e7in ilk \u00f6neri 2019 y\u0131l\u0131nda yap\u0131lm\u0131\u015f olup, g\u00fcn\u00fcm\u00fczde Danimarka, Yunanistan, Japonya, Panama, Singapur ve Birle\u015fik Krall\u0131k gibi b\u00fcy\u00fck denizci \u00fclkelerin yan\u0131 s\u0131ra geli\u015fmekte olan Liberya, Nijerya ve Palau gibi deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcn\u00fcn b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 temsil eden \u00fclkeler de s\u00f6z konusu fonu desteklemektedir.
