S\u00f6z konusu program, Akdeniz ortaklar\u0131n\u0131n ekonomik ve sosyal yap\u0131lar\u0131n\u0131n reformuna e\u015flik eden teknik ve finansal destek \u00f6nlemleri sunar.\"<\/p><p>Sonu\u00e7 olarak; Avrupa Birli\u011fi, bu hedefleri ger\u00e7ekle\u015ftirmek i\u00e7in hedefleri, \u00f6ncelikleri, ortak \u00e7\u0131kara hitap eden projelerin tan\u0131mlar\u0131n\u0131 ve \u00f6ng\u00f6r\u00fclen \u00f6nlemlerin ana temalar\u0131n\u0131 i\u00e7eren k\u0131lavuzlar yay\u0131nlam\u0131\u015f bulunmaktad\u0131r.<\/p><p>Trans-Avrupa A\u011flar\u0131 Y\u00fcr\u00fctme Kurulu (TEN-T EA), Avrupa Birli\u011fi Komisyonu ad\u0131na, TEN-T program\u0131n\u0131 ger\u00e7ekle\u015ftirmek ve idare etmek i\u00e7in 2006'da kuruldu.<\/p>\r\n<div class=\"fw-heading head_title fw-heading-h3    wow fadeIn\" data-wow-offset=\"120\" data-wow-duration=\"1.5s\">\r\n        <div class=\"fw-special-title-half\"><h3 class='fw-special-title'  style='color: '>Trans-Avrupa A\u011flar\u0131'n\u0131n Geli\u015ftirilmesi i\u00e7in Avrupa Birli\u011fi K\u0131lavuzlar\u0131n\u0131n Tan\u0131t\u0131m\u0131<\/h3><\/div>\r\n\r\n    \r\n\r\n    \r\n    \r\n\r\n<\/div><p>Avrupa Parlamentosu ve Avrupa Konseyi, Temmuz 1996'da, Trans Avrupa A\u011f\u0131'n\u0131n (TEN-T) geli\u015ftirilmesi i\u00e7in Topluluk k\u0131lavuzlar\u0131n\u0131 kabul etti. S\u00f6z konusu k\u0131lavuzlar; k\u0131tan\u0131n b\u00fct\u00fcn\u00fcne hizmet eden, uzun mesafeli trafi\u011fin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 ta\u015f\u0131yan ve Birli\u011fin co\u011frafi ve ekonomik alanlar\u0131n\u0131 biraraya getiren karayollar\u0131n\u0131, demiryollar\u0131n\u0131, i\u00e7 sular\u0131, havaalanlar\u0131n\u0131, limanlar\u0131, i\u00e7limanlar\u0131 ve trafik y\u00f6netim sistemlerini i\u00e7erir.<\/p><p>Avrupa Birli\u011fi, i\u00e7 pazar\u0131n yarat\u0131lmas\u0131 ve ekonomik ve sosyal uyum i\u00e7in anahtar bir unsur olan Trans-Avrupa A\u011flar\u0131'n\u0131n geli\u015ftirilmesini te\u015fvik etmeyi ama\u00e7lamal\u0131d\u0131r. Bu geli\u015fme, ulusal a\u011flar\u0131n birbirine ba\u011fl\u0131l\u0131\u011f\u0131 ve birlikte i\u015flerli\u011fi ile s\u00f6z konusu ulusal a\u011flara eri\u015fimi i\u00e7erir.<\/p><p>Komisyon; planlanan bu a\u011f\u0131n tamamlanmas\u0131nda ya\u015fanan gecikmeler neticesinde, yeni altyap\u0131 g\u00fczerg\u00e2hlar\u0131 yaratmak \u00fczere acele bir ad\u0131m atman\u0131n kapasite ihtiya\u00e7lar\u0131 i\u00e7in bir \u00e7\u00f6z\u00fcm te\u015fkil etmeyece\u011fini d\u00fc\u015f\u00fcnmektedir. Bunun yerine, k\u0131lavuzlar\u0131n \u00f6ng\u00f6r\u00fclen revizyonunun ana g\u00fczerg\u00e2hlardaki t\u0131kan\u0131kl\u0131klar\u0131 azaltmaya y\u00f6nelik Topluluk faaliyetleri ve projeleri ile az say\u0131daki b\u00fcy\u00fck projelere odaklanarak 1996'da kararla\u015ft\u0131r\u0131lan planlar\u0131n tamamlanmas\u0131 gerekti\u011fini do\u011frulamas\u0131 gerekmektedir. Bundan hareketle Komisyon Ekim 2001'de, ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n kar\u015f\u0131 kar\u015f\u0131ya bulundu\u011fu yeni zorluklar\u0131n \u00fcstesinden gelmek ve Beyaz Kitap'ta belirtilen yeni ta\u015f\u0131mac\u0131l\u0131k politikas\u0131n\u0131n ama\u00e7lar\u0131n\u0131 kar\u015f\u0131lamak \u00fczere 2010 i\u00e7in Avrupa Ta\u015f\u0131mac\u0131l\u0131k Politikas\u0131na dair Beyaz Kitap do\u011frultusunda TEN-T K\u0131lavuzlar\u0131n\u0131n ilk revizyon \u00e7al\u0131\u015fmas\u0131n\u0131 ba\u015flatt\u0131. S\u00f6z konusu revizyon \u00e7al\u0131\u015fmas\u0131; yat\u0131r\u0131mlar\u0131 yatay \u00f6nceliklere ve s\u0131n\u0131rl\u0131 say\u0131daki belli ba\u015fl\u0131 yeni projelere odaklayarak, yeni altyap\u0131 g\u00fczerg\u00e2hlar\u0131 eklemeksizin, \u00f6ng\u00f6r\u00fclen veya mevcut ta\u015f\u0131mac\u0131l\u0131k a\u011f\u0131ndaki darbo\u011fazlar\u0131 azaltmay\u0131 ama\u00e7lamaktad\u0131r.<\/p><p>AB'deki geni\u015flemeyi ve trafik ak\u0131\u015flar\u0131nda \u00f6ng\u00f6r\u00fclen de\u011fi\u015fiklikleri ele almak \u00fczere TEN-T K\u0131lavuzlar\u0131n\u0131n daha k\u00f6kl\u00fc bir revizyonu 2003 sonunda Komisyon taraf\u0131ndan \u00f6nerildi. 2020'ye y\u00f6nelik yeni taslak planlar; geni\u015fleyen Avrupa Birli\u011fi'nde gelece\u011fin Trans-Avrupa trafi\u011fini etkin bir \u015fekilde y\u00f6netmek amac\u0131yla haz\u0131rlanacakt\u0131r. Bu ba\u011flamda; Komisyon, Avrupa k\u0131tas\u0131n\u0131n birle\u015fmesi ve uluslararas\u0131 trafik i\u00e7in belirgin altyap\u0131s\u0131yla ana bir a\u011fa odaklanma, \"deniz otoyollar\u0131\" kavram\u0131n\u0131 tan\u0131tma ve aday \u00fclkelerin kara sular\u0131nda bulunan Pan-Avrupa koridorlar\u0131n\u0131n b\u00f6l\u00fcmlerini s\u00f6z konusu a\u011fa ekleme fikrini g\u00f6zetecektir.<\/p><p><strong>Koridor 1<\/strong><\/p><p>Balt\u0131k Karayolu 445 km., Batl\u0131k Demiryolu 550 km., kara-demiryolu.<\/p><p>Helsinki (Finlandiya), Tallinn (Estonya), Riga (Latvia), Kaunas - Klaipeda (Litvanya) Var\u015fova - Gdansk (Polanya), Kaliningrad (Rusya)<\/p><p><strong>Koridor 2<\/strong><\/p><p>Kara ve demiryolu, \u00e7o\u011funlukla birbirine paralel, Toplam uzunluk 1.830 km.<\/p><p>Berlin (Almanya), Ponzan - Var\u015fova (Polanya), Brest - Minsk (Belarus) Smolensk - Moskova - Nizhni Novgorod (Rusya)<\/p><p><strong>Koridor 3<\/strong><\/p><p>Kara ve demiryolu, \u00e7o\u011funlukla birbirine paralel, Toplam uzunluk 1.640 km.<\/p><p>Berlin - Dresden (Almanya), Wroclaw - Katowice - Krakow - (Polanya), Lviv \u2013 Kiev (Ukrayna)<\/p><p><strong>Koridor 4<\/strong><\/p><p>Avrupa'y\u0131 G\u00fcneydo\u011fu Avrupa'ya ba\u011flamaktad\u0131r.
