Eyl\u00fcl 2001'de ise Beyaz Kitap yay\u0131nland\u0131. Bu kitapta K\u0131sa Mesafeli Deniz Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131'n\u0131n di\u011fer ta\u015f\u0131ma modlar\u0131n\u0131n yerine kullan\u0131lmas\u0131n\u0131n daha ekonomik bir se\u00e7enek oldu\u011fu vurguland\u0131 ve bu ta\u015f\u0131ma t\u00fcr\u00fc benimsendi. Karayolunun artan y\u00fck\u00fc g\u00f6z \u00f6n\u00fcne al\u0131narak, AB'nin denize k\u0131y\u0131s\u0131 olan \u00fclkelerinde Short Sea Shipping Promotion Center'lar (K\u0131sa Mesafeli Denizyolu Tan\u0131t\u0131m Merkezleri) kurulmas\u0131, bu yolla bilgi aktar\u0131m\u0131 sa\u011flanmas\u0131 ve i\u015fbirli\u011fi i\u00e7inde harekete ge\u00e7ilmesi konusunda kararlar al\u0131nd\u0131. \u00dclkemizde de bu geli\u015fmelere paralel olarak, T\u00fcrkiye Odalar ve Borsalar Birli\u011fi b\u00fcnyesinde, 'K\u0131sa Mesafeli Denizyolu Tan\u0131t\u0131m Merkezi' kurulmu\u015f ve tan\u0131t\u0131m merkezinin sekretarya g\u00f6revleri \u0130MEAK Deniz Ticaret Odas\u0131 taraf\u0131ndan \u00fcstlenilmi\u015ftir. AB taraf\u0131ndan 13 May\u0131s 2004 tarihinde, \"Wider Europe for Transport\" s\u00fcreci ba\u015flat\u0131ld\u0131. Bu kapsamda, Avrupa Komisyonu Ula\u015ft\u0131rma ve Enerji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, 7-8 Haziran 2004 tarihlerinde \u0130spanya'da bir seminer d\u00fczenledi. Seminerde al\u0131nan karar \u00e7er\u00e7evesinde, AB'nin geni\u015fleme s\u00fcrecine paralel olarak Trans-Avrupa \u015febekelerinin geni\u015fletilmesi ve geli\u015ftirilmesi konusunda \u00e7al\u0131\u015fmalar yapmak \u00fczere bir \"\u00fcst d\u00fczey \u00e7al\u0131\u015fma grubu\" (HLWG) kurulmas\u0131 kararla\u015ft\u0131r\u0131ld\u0131. HLVVG'nin 18-19 Ekim 2004 tarihlerinde Br\u00fcksel'de ger\u00e7ekle\u015ftirilen ilk toplant\u0131s\u0131nda; AB'nin kom\u015fu \u00fclkelere veya b\u00f6lgelere ba\u011flant\u0131s\u0131n\u0131 sa\u011flayacak, dolay\u0131s\u0131yla K\u0131sa Mesafeli Denizyolu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131'n\u0131 da i\u00e7eren uluslararas\u0131 ta\u015f\u0131malar a\u00e7\u0131s\u0131ndan \u00f6nemli ana arterler ile bu ana arterler \u00fczerindeki \u00f6ncelikli projelerin belirlenmesi; bunun yan\u0131 s\u0131ra, ula\u015ft\u0131rma ve ticaretin kolayla\u015ft\u0131rmas\u0131n\u0131 sa\u011flayacak yatay \u00f6ncelikler konusunda \u00f6neriler geli\u015ftirilmesi hedeflendi. Ana ula\u015f\u0131m akslar\u0131 ve bu akslar \u00fczerindeki \u00f6ncelikli projelere ili\u015fkin kriterler belirlendi. Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 b\u00fcnyesinde ger\u00e7ekle\u015ftirilen ' Wider Europe for Transport' \"\u00dcst D\u00fczey \u00c7al\u0131\u015fma Grubu\" toplant\u0131s\u0131nda, T\u00fcrkiye'nin te\u015fmil edilmesi ile ilgili olarak baz\u0131 \u00f6neriler getirilmi\u015f ve kabul edilen hatlar\u0131n denizle ba\u011flant\u0131s\u0131n\u0131 sa\u011flayabilmek ve de AB'nin bu proje dahilinde geli\u015ftirdi\u011fi \"Motorways of the Sea\" kavram\u0131na dahil olabilmek amac\u0131yla \u0130zmir, Mersin, \u0130stanbul ve Samsun limanlar\u0131n\u0131n \u00f6nerilmesi konusunda karar al\u0131nm\u0131\u015ft\u0131r. \u00d6nerilen projelerden Mersin ve Samsun kabul edilmi\u015ftir.<\/p>\r\n<div class=\"fw-heading head_title fw-heading-h3    wow fadeIn\" data-wow-offset=\"120\" data-wow-duration=\"1.5s\">\r\n        <div class=\"fw-special-title-half\"><h3 class='fw-special-title'  style='color: '>K\u0131sa Mesafeli Denizyolu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 (KMDT) Nedir?<\/h3><\/div>\r\n\r\n    \r\n\r\n    \r\n    \r\n\r\n<\/div><p>K\u0131sa Mesafeli Denizyolu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131; Avrupa limanlar\u0131 aras\u0131nda ve bu limanlar ile Avrupa \u00dclkesi olmay\u0131p, Avrupa s\u0131n\u0131rlar\u0131ndaki kapal\u0131 denizlere k\u0131y\u0131s\u0131 olan \u00fclkeler aras\u0131nda yap\u0131lan yolcu ve y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131d\u0131r. Bu tan\u0131ma g\u00f6re; k\u0131sa mesafeli denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131, i\u00e7 su yollar\u0131 ve uluslar aras\u0131 deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131, ana limanlara ba\u011flant\u0131 yapan ikmal hizmetleri, k\u0131y\u0131 boyunca ve adalara yap\u0131lan ta\u015f\u0131mac\u0131l\u0131k ile nehir ve g\u00f6llerde yap\u0131lan ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 kapsamaktad\u0131r. Bu ba\u011flamda k\u0131sa mesafeli denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131; Avrupa Birli\u011fi'ne \u00fcye \u00fclkeler ile Akdeniz, Karadeniz ve Balt\u0131k Denizi'ne k\u0131y\u0131s\u0131 olan devletler ve Avrupa Ekonomik Alan\u0131'na \u00fcye olan Norve\u00e7 ve \u0130zlanda aras\u0131nda yap\u0131lan denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 kapsamaktad\u0131r. Bu t\u00fcr ta\u015f\u0131mac\u0131l\u0131k k\u0131saca, Avrupa Ula\u015ft\u0131rma Bakanlar\u0131 Konferans\u0131'nda (ECMT) belirtildi\u011fi gibi Atlantik ge\u00e7i\u015fi yapmayan k\u0131sa mesafeli ve k\u0131sa s\u00fcreli denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 \u015feklinde tan\u0131mlanabilir. K\u0131sa mesafeli denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131, sadece karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na bir alternatif de\u011fildir. K\u0131sa mesafeli denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n de\u011fi\u015fik ula\u015f\u0131m t\u00fcrlerinin entegrasyonu ile olu\u015fan kombine ta\u015f\u0131mac\u0131l\u0131k a\u011f\u0131nda yer alan ve lojistik hizmetlerin optimizasyonunu ama\u00e7layan bir i\u015flevi de bulunmaktad\u0131r. G\u00fcn\u00fcm\u00fczde K\u0131sa Mesafeli Denizyolu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 AB'de di\u011fer ula\u015ft\u0131rma t\u00fcrlerine g\u00f6re ba\u015far\u0131l\u0131 ve s\u00fcrd\u00fcr\u00fclebilir bir art\u0131\u015f g\u00f6stererek karayolundaki geli\u015fmeye yak\u0131n bir ba\u015far\u0131 g\u00f6stermi\u015ftir. Avrupa Birli\u011fi \u00fclkelerinin d\u0131\u015f ticaretinin %90'\u0131n\u0131n denizyolu ile ger\u00e7ekle\u015ftirilmesine ek olarak, AB \u00fclkeleri aras\u0131nda ton-mil baz\u0131nda ta\u015f\u0131malar\u0131n %45'i denizyolu ile yap\u0131lmaktad\u0131r. AB \u00fclkeleri d\u00fcnya filosunun %40'\u0131n\u0131 kontrol alt\u0131nda tutarak ta\u015f\u0131mac\u0131l\u0131kta etkin bir durumda bulunmaktad\u0131r. AB'nin artan \u00fcye say\u0131s\u0131 ve ticaret hacmindeki art\u0131\u015fa paralel olarak, karayolu \u00fczerindeki y\u00fck art\u0131\u015f\u0131n\u0131n i\u00e7 suyollar\u0131 ve denizyolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na kayd\u0131r\u0131lmas\u0131 politikas\u0131nda geli\u015fmeler olmaktad\u0131r. B\u00fcrokratik engellerin azalt\u0131lmas\u0131, ta\u015f\u0131ma maliyetinin ucuzlu\u011fu ve mevzuat kolayl\u0131klar\u0131 ile ta\u015f\u0131malar\u0131n karayolundan denize kayd\u0131r\u0131lmas\u0131 politikas\u0131 desteklenmektedir. Avrupa K\u0131sa Mesafeli Denizyolu Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 A\u011f\u0131 t\u00fcm Tan\u0131t\u0131m Merkezleri ile i\u015f birli\u011fi i\u00e7erisindedir. Yasal bir stat\u00fcye sahip de\u011fildir. \u00dcye olan Tan\u0131t\u0131m Merkezleri aras\u0131ndaki bir ittifakt\u0131r.
